text-indent: 2em;"><strong><span style="font-family: 宋體;font-size: 16px">三、采取競爭性談判方式，在密封報價的基礎(chǔ)上，進(jìn)行一輪或多輪談判；</span></strong></p><p style="line-height: 29px; text-indent: 2em;"><strong><span style="font-family: 宋體;font-size: 16px">四、成交原則：質(zhì)量和服務(wù)均能滿足競爭性談判文件的實質(zhì)要求且報價最低的原則進(jìn)行確定。</span></strong></p><p style="line-height: 29px; text-indent: 2em;"><strong><span style=";font-family:宋體;font-size:16px">五、競爭性談判申請人資格：</span></strong></p><p style="margin-left: 28px; line-height: 29px; text-indent: 2em;"><span style=";font-family:宋體;font-size:16px"><span style="font-family:宋體">（一）具有獨立承擔(dān)民事責(zé)任的能力；</span> </span></p><p style="margin-left: 28px; line-height: 29px; text-indent: 2em;"><span style=";font-family:宋體;font-size:16px">（二）具有良好的商業(yè)信譽(yù)和健全的財務(wù)會計制度；</span></p><p style="margin-left: 28px; line-height: 29px; text-indent: 2em;"><span style=";font-family:宋體;font-size:16px">（三）具有履行合同所必需的設(shè)備和專業(yè)技術(shù)能力；</span></p><p style="margin-left: 28px; line-height: 29px; text-indent: 2em;"><span style=";font-family:宋體;font-size:16px">（四）具有依法繳納稅收和社會保障資金的良好記錄；</span></p><p style="margin-left: 28px; line-height: 29px; text-indent: 2em;"><span style=";font-family:宋體;font-size:16px">（五）參加本次采購活動前三年內(nèi)，在經(jīng)營活動中沒有重大違法違規(guī)記錄；</span></p><p style="margin-left: 28px; text-indent: 2em;"><span style=";font-family:宋體;font-size:16px">競爭性談判申請人購買談判文件時必須如實認(rèn)真填寫項目信息競爭性談判申請人信息</span><span style=";font-family:宋體;font-size:14px">，</span><span style=";font-family:宋體;font-size:16px">競爭性談判申請人進(jìn)行報名和參加談判的主體不能改變，談判主體須保持一致；若競爭性談判申請人提供的錯誤信息，對自身談判事宜造成影響的，競爭性談判申請人自行承擔(dān)責(zé)任。</span></p><p style="margin-bottom: 10px;
